About MEPMA

Govt has issued G.O Ms No 414 dated 4.6.2007 , establishing a Mission called MEPMA , for formulating strategies to implement poverty reduction programmes in urban areas.

Mission Goal:  

All the 30 lakh poor families will have improved quality of life by accessing services from all organizations through their own strong self reliant and self managed institutions.

Objective of the Mission : 

To enable the urban poor particularly the poorestof the poor to eliminate poverty and vulnerability in a sustainable manner and improve their quality of life in urban areas.

MEPMA is registered as society under AP societies registration act bearing No: 1120/2007 dated 10.7.2007 with

MISSION FOR ELIMINATION OF POVERTY IN MUNICIPAL AREAS (MEPMA)

(A Govt. of Telangana Nodal agency for Urban Poverty Alleviation)

A platform of  Urban  (Women ) Self Help Groups (SHGs) for Empowerment.


An overview

MEPMA is the State Nodal Agency for implementing the Poverty Alleviation Programs in all urban areas of Telangana State to promote, strengthen and nurture self-sustainable institutions of the poor and address all the poverty issues like access to credit, financial inclusion, health, disability and vulnerability along with centrally sponsored schemes.

 

 

  1. a) Social Mobilization & Institution Development (SM&ID):

 

            The main aim is to organize all urban poor women into Self Help Groups (SHGs) and enable them to become self-reliant under Social Mobilization and Institution Development.           

 

  • Till now 1.76 lakhs SHGs are formed in the State.
  • The Self Help Groups are federated into Area Level federations (ALFs), till now

        6,274 SLFs are formed.

  • The Area Level Federations are further federated into Town Level Federations

(TLFs), till now 191 TLFs are formed.

 

b) Revolving fund to SHGs:

 

  • The revolving fund is provided to the Self Help Groups (SHGs) to inculcate the habit of thrift and credit. A one-time Revolving Fund support of Rs.10,000/- will be provided to each SHG. The cumulative release of Revolving Fund of Rs.1409.10 Lakhs given to 14,091 SHGs.
  • Revolving Fund of Rs.300.00 Lakhs given to 3000 SHGs through Direct Beneficiary Transfer (PAiSA Portal) for the year 2021-22.

 

c) PattanaPragathi - Micro Food Processing Enterprises (PM FME):

 

            PM Formalization of Micro food processing Enterprises (PMFME) Scheme, an initiative under Aatma Nirbhar Bharat Abhiyan, with an outlay of 10,000 Crore over a period of 5 years from 2020-21 to 2024-25. This scheme is being implemented in convergence with DAY-NULM and MoFPI.

   2.1 Bank Linkage to Self Help Groups:

            Support to Self Help Groups (SHGs) of urban poor to access easy credit from banks and avail interest subsidy on SHG loans to increase income levels, acquire capital for small enterprises, mitigate risk in high rate of interest and work their way out of poverty through the SHG-Bank linkage programme and make it sustainable.

  • MEPMA has facilitated SHG - Bank linkage worth Rs. 1382.78 Crs benefiting 1.55 lakh Self Help Groups since 2008.
  • Credit support to SHGs during Covid-19 outbreak: Rs. 37.15 Cr to 6621 SHGs
  • During COVID-19 outbreak, 32,38,766 reusable cloth masks are prepared by 1,338 SHGs.

 

2.2    Self Employment Programme:

 

            Focus on financial assistance to individuals/groups of urban poor for setting up micro-enterprises, suited to their skills, training, aptitude and local conditions and to bring social change by using real enterprise development and emerging technologies.

  1. Shelter for Urban Homeless (SUH):

This component aims at providing permanent shelters equipped with essential services to the urban homeless under Shelter for Urban Homeless component in Telangana State. The objectives of the scheme are to ensure availability and access of the urban homeless population to permanent shelters including the basic infrastructure facilities like water supply, sanitation, safety and security.

 

Details of Shelter:

            Construction of 1 new shelter was sanctioned in 2021-22 at Gandhi Hospital, Hyderabad with an estimated cost of Rs.91.00 lakh and construction of 22 New Shelter for urban homeless which were sanctioned in 2020-21 with an estimated cost of 13.50 Crs is in progress. (1 each in ULB – Kothagudem, Yellandu, Jagityal, Jangaon, Greater Warangal Municipal Corporation, Gadwal, Kamareddy, Kaghaznagar, Mahabubabad, Manchiryal, Medak, Mahbubnagar, Medchal, NagarKurnool, Narayanpet, Nirmal, Sircilla, Vikarabad, Wanaparthy, Shadnagar, Narsampet and Bhongir) 

 

  • New construction technology is being adopted with area of 3,600 sft, 90 ft. x 40 ft. dimension which include fabrication, supply, fixing of steel structural components including civil works with pre-engineered building method with brick walls and RCC roof.
  • The Shelter will have 2 dormitories with one dining-cum-entertainment area.
  • Each dormitory has 4 toilets and thus there are total 8 toilets.
  • The Shelter has 1 kitchen room and 1 Caretaker-cum-office room. 

 

Progress so far:

  • No of shelters sanctioned – 76
  • No of shelters functional - 35
  • In COVID Pandemic, total 26340 Migrant Labours are accommodated in the shelters 

during Lock down period.

  • GIS based 3rd party survey of homeless completed in 142 ULBs in Telangana State

and identified 4629 homeless persons

  • Regular survey of homeless is being conducted by the shelter managers, care givers in
  • All the shelter homes have conducted Screening camps for COVID-19. 
  • Shelter homes are being sanitized with Sodium Hypochlorite on Weekly basis.
  • Free Nutritious Food for three times are being provided in all the shelters.

         

  1. PattanaPragathi - Street Vendors Development

The Government of Telangana has launched Pattana Pragathi Programme on 24.02.2020, demarcation of street vending zones and providing financial assistance to Street Vendors is a component under Pattana Pragathi programme. The Hon’ble Minister for MA&UD, IT, Ind&C, Govt. of Telangana during the Pattana Pragathi program in Mahabubnagar Municipality on 24.02.2020 directed to issue working capital loans to all the street vendors and develop vending zones in ULBs.

PattanaPragathi - Street Vendors Development -(PM SVANidhi):

            The Ministry of Housing and Urban Affairs, Government of India has launched the scheme of ‘PM Street Vendor’s AtmaNirbharNidhi (PM SVANidhi) Scheme for providing Special Micro-Credit Facility to Street Vendors to resume their livelihoods that have been adversely affected due to COVID-19 lockdown.

  • Telangana State Street Vending Rules approved vide GO. Ms. No. 89, Dt: 10.06.2020 
  • Telangana state waived off the stamp duty in full for loans availed under PM SVANidhi till coterminous of the scheme
  • State Level Monitoring Committee of PMSVANidhi constituted on 29.06.2020
  • ULB Level Monitoring Committees formed in all ULBs

  • Telangana Ranks 1st in the Country in disbursement of loans under 2nd tranche during 2021-22.
  • In the category of cities with less than 1 Lakh population, all the top 10 positions in the country are cities from Telangana State (Kamareddy, Nirmal, Sircilla, Siddipet, Manchiryal, Bodhan, Sangareddy, Gadwal, Korutla & Armoor).
  • In the category of Major Cities ( Pop between 1 to 10 Lakh), GWMC stands 1st  in the country followed by Karimnagar in 2nd  Position, Nizamabad in 3rd Position, Ramagundam in 5th Position, Khammam in 6th  Position and Mahabubnagar in 10th Position.
  • In the category of Mega Cities (> 40 Lakh Pop), GHMC stands in 1st Position in Country.

 

Digital Payment and incentives:

  • No. of SVs accepting digital payments          : 3,12,874 (92 % of SVs)
  • Total Cash Back incentive paid to SVs          : Rs. 285.00 Lakhs (22% of Country total     for conducting digital transactions.                 of  Rs.1295.00 Lakhs)      

 

Interest Subsidy:

Development of Street Vending Zones:

  • The Government of Telangana has issued orders along with detailed guidelines regarding Pattana Pragathi Programme. Demarcation of street vending zones and infrastructure development is a component under Pattana Pragathi programme in all ULBs.
  • Indicative guiding parameters for improvement of infrastructure and providing basic amenities in vending zones of street vendors were issued to all ULBs.

  1. Employment through Skills Training and Placement (EST&P):
  • The Employment through Skill Training & Placement (EST&P) Component under NULM is designed to provide skills to the unskilled urban poor as well as to upgrade their existing skills.
  • The programme will provide skill training of the urban poor to enable them setting up self-employment units and for salaried jobs in the private sector. The EST&P Programme intends to fill the gap between the demand and availability of local skills by providing skill training programmes as required by the industry.
  • Till Now 35,180 Candidates were trained out of which 17,233 have been placed.

 

  1. National Urban Health Mission (NUHM):

MD MEPMA entered into MOU with MD NHM Telangana in implementation of community process of National Urban Health Mission for formation of Mahila Arogya Samithi’s (MAS) in Slum Level Federations for improvement of Health Status of the urban Poor for which NUHM is to transfer the funds to the MEPMA.

Progress so far:

  • 7829 Mahila Arogya Samithi’s are formed in the SLFs of  42 ULBs
  • An amount of Rs. 146.45 lakhs have been released to 2,929 Mahila Arogya Samith’s in 41 ULBs.
  • COVID Activities: Activities related to the COVID fever survey, mobilization for COVID Vaccination has conducted by the SLF/TLF/TVS RPs.
  • Convergence Activities : Disability interventions, Poshan ( WCD Dept ) and Education
  • Hygiene kit provided to 5602 MEPMA recourse persons across the state under UNICEF Corporate Social Responsibility (CSR) initiative.
